Key is that you DON'T need to enable developer mode on your phone in system, but developer mode in Android Auto!!! So open Android Auto, scroll down to version info and tap 10 times. Now Android Auto is in developer mode. Reboot your phone. Then back in Android Auto scroll down to settings and enable "Wireless Android Auto". That's it.
